Kurt Treptow, un agent pédophile de la CIA condamné à sept ans de prison pour abus sexuel d'enfants en Roumanie, a été libéré deux ans avant terme pour avoir écrit un livre sur le prince roumain du 15ème siècle qui inspira la légende de Dracula, en raison du nombre de gens qu'il a fait empaler afin d'inciter les roumains au respect des lois de la Bible.

Ami d'Ioan Talpes, ancien chef des services d'information et depuis le ministre de la justice, Treptow est le premier criminel à bénéficier d'une loi de 1969, qui a été modifiée en octobre 2006, permettant la libération d’un prisonnier qui fait éditer un livre.

Historien de formation, l'agent pédophile de la CIA avait dirigé une fondation culturelle en Roumanie, dont le siège social était établi dans l’immeuble des services de renseignements roumains.

Il avait été arrêté  et incarcéré pour pédophilie, le 11 septembre 2001 à Iasi. Son ami ministre de la justice le fit libérer dans les vingt-quatre heures, soutenant que les accusations étaient fausses, qu’il s’agissait d’une cabale de la presse. Les journalistes publiaient alors des photos sur lesquels Treptow apparaissait nu avec des enfants de dix et treize ans et il dut être incarcéré en l’attente de son jugement.

Parmi les amis du pédophile, Michael Guest, l’ambassadeur des États-unis à Bucarest, à l'époque où la représentation américaine était surnommée "l'ambassade rose". Un homme avait raconté que sous le couvert d’un emploi de domestique, il avait vécu quatre ans avec un des officiels du USAID, agence américaine pour le développement international. Il témoignait d’orgies homosexuelles, dont avec des garçons apparemment mineurs d’âge, que le diplomate photographiait, pour en suite publier les photos sur Internet.

Le "Bucharest Business Week", journal roumain en langue anglaise,  reprochait à Guest d’avoir assigné Treptow à un conseil de l’ambassade pour choisir les étudiants roumains auxquels seraient accordé les bourses Fulbright, donc des études supérieures inestimables. Il l'accusait également, avec d'autres fonctionnaires de l'ambassade d'accorder des traitements de  faveur à Treptow en matière de procédure de sélection des candidat au conseil de Fulbright, en partie pour couvrir sa fonction d’agent de la CIA.  "La politique de département d'état ne permet pas de commenter les sujets concernant le CIA ou les activités des services secrets des Etats-Unis", avait alors expliqué son porte parole.

La presse roumaine reprochait à l'ambassade d'aider des citoyens américains à obtenir de l'assistance juridique en Roumanie, pour adopter des enfants par des agences d'adoption appartenant à des américains, qui demandaient environ $10.000 pour faciliter ces adoptions. Il s’avérera que les prix montaient jusqu’à $40.000 et que deux de ces enfants roumains avaient été adoptés pas des pédophiles.

Le pays était en ébullition, les journalistes Roumains n'étant pas corruptibles en matière de protection de l'enfant, et l'ambassadeur Guest dut être rappelé à Washington. Avant son départ en 2003, le Président roumain Iliescu attribuait au diplomate, la médaille roumaine de "l'Ordre pour service Fidèle au Grade de la Grande Croix " pour "haut professionnalisme, attachement à sa mission et contribution personnelle au renforcement des relations Américano-roumaine."

Il suo aminco era Ioan Talpes, anziano capo dei servizi d’informazione e poi ministro della giustizia, Treptow è il primo criminale a beneficiare di una legge del 1969, che è stata modificata nell’ottobre 2006, permettendo la liberazione di un prigioniero che ha pubblicato un libro.

Storico per formazione, l'agente pedofilo della CIA aveva diretto una fondazione culturale in Romania, di cui la sede sociale era nello stabile dei servizi di informazione rumeni.

Lui era stato arrestato ed incarcerato per pedofilia, l’ 11 settembre 2001 a Iasi. Il suo amico ministro della giustizia lo fece liberare nelle 24 ore susseguenti, sostenendo che le accuse erano false, che si trattava di un imbroglio della stampa. I giornalisti pubblicavano allora le foto nelle quali Treptow appariva nudo con bambini di dieci e tredici anni ed allora dovette essere incarcerato in attesa di giudizio.

Tra gli amici del pedofilo, Michael Guest, l’ambasciatore degli Stati Uniti a Bucarest, all’epoca in cui l’ambasciata Americana era nominata "l'ambasciata rosa". Un uomo aveva scoperto che sotto la copertura di un impiego domestico, lui aveva vissuto quattro anni con un ufficiale dell’ USAID, agenzia Americana per lo sviluppo internazionale. Lui testimoniava di orge omosessuali,durante le quali anche con ragazzi apparentemente minori di età, che il diplomatico fotografava per pubblicare in seguito le foto su internet.

Il "Bucharest Business Week", giornale rumeno in lingua inglese,  rimproverava a Guest d’aver assegnato Treptow ad un consiglio dell’asmbasciata per scegliere gli studenti rumeni ai quali sarebbero state assegnate le borse di studio Fulbright, che erano dunque studi superiori importanti per studenti. Lui l’accusava ugualmente, con altri funzionari dell’ambasciata di accordare dei trattamenti di favore a Treptow in materia di procedure della selezione dei candidate al consiglio di Fulbright, in parte per coprire la sua funzione di agente della CIA.  "La politica del dipartimento di stato non permette di fare commenti sui soggetti che riguardano la CIA o le attività dei servizi segreti degli Stati Uniti", aveva allora spiegato il suo portaparola.

La stampa rumena rimproverava all’ambasciata di aiutare I cittadini americani di ottenere assistenza giuridica in Romania, per adottare dei bambini per mezzo di agenzie di adozione appartenenti ad americani, che domandavano circa $10.000 per facilitare queste adozioni. SI riscontrerà poi che i prezzi salivano fino a $40.000 e che due di questi bambini rumeni erano stati adottati da pedofili.

Il paese era in ebollizione, i giornalisti Rumeni non erano preparati alla corruzione per quanto riguardava la protezione del minore, e l’ambasciatore Guest dovette essere richiamato a Washington. Prima della sua partenza nel 2003, il presidente rumeno Iliescu dava al diplomatico, la medaglia rumena dell’ "l'Ordine per servizio Fedele al Grado della Grande Croce " per "alta professionalità, attaccamento alla sua missione e contributo personale al rafforzamento delle relazioni Americano-rumene."

Kurt Treptow, a CIA paedophile agent  serving a seven years prison sentence for sexual abuse of children in Romania, was released two years early for having written a book on the 15th Century Romanian prince who inspired the Dracula legend, in reason of the number of people whom he made impale to incite Romanians to respect the law of the Bible.

Friend of Ioan Talpes, former chief of the information services and since Minister for Justice, Treptow is the first to be released, under a 1969 law which was amended in October 2006, allowing early release to a prisoner who has a book published.

Trained historian, the CIA paedophile agent used to directed a Romanian cultural foundation, whose registered office was established in the building of the Romanian information services.

He was arrested and imprisoned for paedophilia on September 11, 2001 in Iasi. His friend Minister of justice had him released within twenty-four hour, supporting the charges were false, that it acted of a cabal of the press. The journalists then published photographs on which Treptow appeared naked, with children of then and thirteen years and he had to be imprisoned in waiting of his judgement.

Among the paedophile's friends, Michael Guest was the US ambassador in Bucharest and the American representation was called the "Pink Embassy". A man had said that under cover of an employment as domestic help, he had lived four years with an official of the USAID, American Agency for International Development. He testified of homosexual orgies, of which with boys apparently minor of age that the diplomat photographed, to then publish the photographs on Internet.

The "Bucharest Business Week", Romanian newspaper in English, had reproached Guest to have appointed Treptow to an embassy-sponsored board that selects Romanian students for U.S. Fulbright scholarships, thus invaluable superior studies. It also charged him and other embassy officials to have given Treptow favourable treatment in the selection process over other candidates for the Fulbright board, in part, to provide cover for Treptow alleged work as a CIA agent. "The State Department policy prevents comments on matters relating to the CIA or U.S. intelligence activities", had said its spoke person" in a protest.

The Romanian press reproached the embassy of assisting U.S. citizens in obtaining legal assistance in Romania to adopt children U.S.-owned adoption agencies charging $10,000 or more to facilitate these adoptions. It will turn out that the prices could reach $-40.000 and that two of those children had been adopted by paedophiles.

The country was steaming in anger and Ambassador Guest had to be recalled in Washington. Before his departure in 2003, the Romanian President Iliescu awarded him of the Romanian "Order for Faithful Service in the Rank of Grand Cross” for “high professionalism, dedication to his mission and personal contribution to the strengthening of the Romanian-American partnership.”

       En 1999, la politique d’adoption des orphelins roumains s’apparentait à un système de traite d’enfant sous le couvert de la corruption. La Commission Européenne demanda à la Roumanie de réformer sa politique des droits de l'enfant, pour conditions de sa future adhésion à l’Union. Des fonctionnaires furent engagés à l’y aider. Parmi eux, Roelie Post qui emmène le lecteur dans ses huit ans d'aventures entre la Roumanie et la CEE.

       Les grands orphelinats furent fermés et la majorité des enfants placés aux seins de familles roumaines. Depuis, l’application de la réforme fait apparaître que l’adoption internationale n’a plus lieux d’être.  Un groupe de pression puissant et féroce s’est créé pour maintenir les adoptions internationales.

       A travers l'histoire des orphelins roumains, Roelie Post fait une autre lumière sur la politique globale de l’adoption internationale et les intérêts privés qui font concurrence aux droits de l’enfant.

       Elle raconte aussi sa rencontre avec les associations belges qui luttent contre la traite d'enfants, dont la Fondation Princesse de Croÿ, le Werkgroep Morkhoven et Marcel Vervloesem, qui s'attachent plus particulièrement à la perte de l’identité des enfants adoptés et l'aspect financier de l’adoption, ce qui prive des mineurs d'âge de leurs noms et leurs racines et les expose au marché de la prostitution.

ROMANIA – DA ESPORTAZIONE SOLTANTO

       La Romania aveva bisogno di emendare la propria linea programmatica in relazione ai diritti dei bambini, quale una delle condizioni per il proprio futuro ruolo di Membro della UE. Sono stati chiusi grossi ‘orfanotrofi’ e sono stati sostituiti con moderne alternative per la tutela dei bambini.

       L’autrice ha tenuto un diario sul lavoro da lei svolto per la Commissione Europea con il fine di aiutare la Romania ad emendare il proprio sistema per la tutela dei bambini.

       Ma si rese ben presto conto che il sistema di adozioni internazionali in essere non era null’altro che un commercio di bambini, pieno di corruzione. Dopo le critiche ricevute a livello internazionale, questa pratica è stata temporaneamente sospesa. All’atto di emendare le leggi, è diventato chiaro che nella nuova linea programmatica elaborata in Romania per la tutela dei bambini non c’era ne’ posto ne’ necessità per adozioni internazionali.

       Si fece allora avanti un feroce gruppo di pressione (una lobby) determinato a preservare le adozioni internazionali.

       Il lettore viene accompagnato in un viaggio lungo otto anni e gli viene mostrata la storia degli orfani rumeni in un’ottica diversa, in cui la politica globale e gli interessi privati sono in competizione con i diritti dei bambini.

       In 1999, the adoption policy of the Rumanian orphans was connected to a system child trafficking, under cover of corruption. The European Commission asked Romania to reform its policy of children’s rights, for conditions of his future adhesion to the Union. Civil servants were sent to help them do so. Among them, Roelie Post who takes the reader along in her eight-year adventures between Romania and EEC.

       The big orphanages were closed and the majority of the children placed in foster care of Rumanian families. Since, the application of the reform reveals that the international adoption has no more reason to be. A powerful and ferocious lobby was created to maintain adoptions international.

       Throughout the story of the Rumanian orphans, Roelie Post gives another light on the global politics of the international adoption and the private interests which compete with the rights of the child.

       She also tells about her  meeting with Belgian associations fighting child trade, of which the Foundation Princess of Croÿ, the Werkgroep Morkhoven and Marcel Vervloesem, who are particularly concerned about the loss of identity of adopted children and the financial aspect of adoption, which deprives minors of age of their names and roots and exposes them to the prostitution market.

It is courageous and necessary to put this story on paper, as many misconceptions about the Romanian children's adoption issue float around and have even caused the European Parliament to adopt a misguided written declaration on this issue. Copii Disparuti and Jurnalul : an example for Child Focus and the international press

On découvre avec stupéfaction  l’extraordinaire avance de la Roumanie dans le domaine de la recherche d’enfants disparus, largement dû à la presse roumaine, le cas échéant, le "Jurnalul National".

La police mettait jusqu’à 48 heures avant d’entamer la recherche d’une enfant disparu alors que toutes les études démontrent que ces premières 48 heures sont souvent vitales à l'enfant. Les journalistes ont ouvert un site, Copii Disparuti, de qualité bien supérieure à tout ce qui se fait actuellement en matière d'enfants disparus. Outre la photo et la description des victimes, chacune sont accompagnée des articles publiés au sujet de leur disparition, ce qui rend à chaque tragédie sa dimension.

Child Focus dans  son site http://www.childfocus.org assure qu'il y aurait  ZERO enfant Roumain disparu.  Les journalistes du Jurnalul en ont trouvé cent soixante-sept, dont vingt et un morts. Anghel Sibiean, né à Arad, a disparu à Bruxelles le 17 mars 1996 à l'âge de six ans. Comme pour faire honte à la Belgique,  Child Focus et la police fédérale ne sont même pas parvenu à trouver une photo de lui, alors que tous les ans, les écoles belges font des photos de classe.

En deux ans et sans "subside de la CEE", les journalistes du Jurnalul ont réussi à mettre en place un programme semblable à "Alerte Ambre" en Roumanie, alors qu'il a fallu sept ans aux initiateurs du projet pour le mettre en place au Canada. Ils ont fait une campagne et récolté suffisamment de signatures pour faire pression sur le gouvernement roumain, afin de changer les lois et déclancher les enquêtes immédiatement. Ils sont si bien parvenus à sensibiliser leurs lecteurs, qu'ils ont obtenu les informations nécessaires à retrouver deux garçons, l’un disparu depuis huit ans, l’autre depuis dix ans. 

Pendant ce temps en Belgique, un "dossier difficile mais exemplaire", selon Child Focus. Une jeune fille de quinze ans avait fugué. La police  avait mis treize jours pour démarrer l’enquête, deux mois pour les recherches étendues et six mois pour la première reconstitution. Au septième mois de disparition, la Fondation Princesse de Croÿ lança une pétition pour la Contribution de la Presse à la Recherche des Enfants Disparus. Les médias belges s’y sont alors vaguement intéressé, mais les français refusaient la demande d'assistance de Jean-Denis Lejeune, disant qu'elle n'était certainement pas en France. La jeune fille revint treize mois plus tard, précisément de la frontière française, à 80 kilomètres de chez ses parents. Elle avait rétréci de cinq centimètres, ses artères s'étant tassées tant elle avait eu froid. Exemplaire!

Child Focus et ses centres nationaux et internationaux d'enfants disparus et sexuellement exploités, peuvent donc prendre exemple sur la Roumanie, mais plutôt que de lui rendre hommage, ils viennent de débarquer à Bucarest avec leurs millions, pour monter un centre "reproduisant Child Focus comme modèle", comme pour voler la vedette à ceux qui la mérite et la donner à son partenaire soupçonné de fraudes aux subsides alloués par la CEE!

Bien qu'ayant obtenu 200.000-euro en 2004 de la CEE pour  compléter, actualiser et promouvoir le Directory of Civil Society Organisations de Childoscope, et pour faire du site web un instrument dynamique et interactif. (Projet 2004-2/029/YC, et 2004-2/026/C), Child Focus n'a toujours pas intégré Copii Disparuti dans sa base!  

One discovers with amazement the extraordinary advance of Romania in the field of the search for missing children, much due to the Rumanian press, in this case to the "Jurnalul National".

 The police used to take up to 48 hours before starting the search of a missing child whereas all the studies show that these first 48 hours are often vital for the child. The journalists opened a website, Copii Disparuti, of much higher quality than all that is currently done as regards as missing children. In addition to the photograph and the description of the victims, each one are accompanied articles published about their disappearance, which gives each tragedy its entire dimension.

Child Focus site http://www.childfocus.org assures there would be ZERO missing Rumanian child. The journalists of Juranlul found a hundred sixty-seven of them, including twenty-one dead. Anghel Sibiean, born in Arad, has disappeared from Brussels on March 17, 1996, when he was six years old. As to draw shame on Belgium, Child Focus and the federal police did not even manage to find a photograph of him, whereas every year, the Belgian schools make photographs of all the classes.

In two years and without "EEC subsidies", the journalists of Jurnalul succeeded in setting up a program similar to "Amber Alert" in Romania, whereas it took seven years for the initiators of the project to set it up in Canada. They made a campaign and collected enough signatures to press on the Rumanian government, in order to change the laws and start the investigations immediately. They managed so well to sensitize their readers, that they obtained the necessary information to find two boys, one missing for eight years, the other for ten years.

Meanwhile in Belgium, a "difficult but exemplary file", according to Child Focus. A fifteen year old girl had runaway. The police took thirteen days to start the investigation, two months for wide research and six months for the first reconstitution. After seventh month of disappearance, the Foundation Princess of Croÿ had launched a petition for the Contribution of the Press to the Research of the Missing Children. The Belgian media were then vaguely interested, but French press refused the request for assistance of Jean-Denis Lejeune, saying she certainly wasn't in France. The girl returned thirteen months later, precisely from behind the French border, 80 kilometres away from her parents. She had shrunk of five centimetres, as her arteries had packed so much she had been cold. Exemplary!

Child Focus and its national and international centres missing and sexually exploited children, can thus take example on Romania, but rather than to pay it tribute, they have just invaded Bucharest with their millions, to build a centre "reproducing Child Focus as a model", as to steal the honours from Copii Disparuti, to give it to its Romanian partner suspected of frauds to the subsidies allocated by the EEC!

Although having obtained 200.000-euro in 2004 from EEC for supplementing, update and promote Directory of Civil Society Organizations of Childoscope, and making a dynamic and interactive instrument from the Website, (project 2004-2/029/YC, and 2004-2/026/C), Child Focus still did not integrate Copii Disparuti in its database!

The untold story of the Romanian 'orphans' - Roelie Post

Romania needed to reform its child rights policy, as one of the conditions for its future EU Membership. Large ‘orphanages’ were closed and replaced by modern child protection alternatives.

The author kept a diary on her work for the European Commission that aimed to help Romania reform its child protection.

She soon found out that the intercountry adoption system in place was nothing short of a market for children, riddled by corruption. After international criticism this practice was halted temporarily. When redrafting laws, it became clear that in Romania’s reformed child protection there was neither place nor need for intercountry adoptions.

A ferocious lobby that wants to maintain intercountry adoptions stepped out.

The reader is taken along on an eight-year-travel, and will be shown the story of the Romanian ‘orphans’ from a different light, where global politics and private interests compete with the rights of the child.

"Copiii albi, marfa de pret pentru adoptii"

Dupa ce a monitorizat, ca membra a Delegatiei CE, protectia copilului din Romania, Roelie Post a scris o carte in care sunt relevate aspecte importante despre adoptiile internationale din Romania.

Roelie Post considera ca miza lobby-ului feroce pentru reluarea adoptiilor internationale este salvarea celui mai cautat sortiment pe piata: copiii albi est-europeni.

Care sunt, in opinia dvs., cele mai importante aspecte pe care le releva cartea "Romania For Export Only – The untold story of the Romanian orphans", pe care ati publicat-o recent, in tara dvs., Olanda?

Cred ca aceasta carte dezvaluie, clar, care este miza lobby-ului "feroce" la care a fost supusa Romania, pe plan international, pentru a-si relaxa noua legislatie in domeniul adoptiilor internationale. De asemenea, prin relatarea evenimentelor concrete la care am fost martora in cei opt ani in care m-am ocupat de monitorizarea "dosarului copiilor din Romania", cred ca aceasta carte dezvaluie mecanismele dupa care a functionat coruptia in domeniul adoptiilor internationale, aducand la lumina si numele multor personalitati interne si internationale implicate in aceste complexe combinatii.

Acest lobby continua si in prezent. Care este miza lui?

Considerati o marfa, copiii adoptati international prezinta mai multe "sortimente": albi, negri, galbeni. Daca Romania nu reia adoptiile internationale, exista riscul ca si alte tari din zona, Bulgaria, Ucraina, Rusia, Republica Moldova, sa-i urmeze exemplul. Or, cei mai doriti si mai scumpi sunt cei albi, care provin din Europa de Rasarit.

Cum ati ajuns sa lucrati pe domeniul protectiei copilului din Romania ?

Cand, pe 1 martie 1999, am primit sarcina, in cadrul Comisiei Europene, sa ma ocup de "dosarul copiilor din Romania", colegul de la care am preluat acest job mi-a spus: "Ai copii, ai distractie". Colegul meu a fost cinic, dar, la acel moment, nu i-am inteles ironia.

Cat timp ati petrecut in Romania si cat ati reusit sa cunosteti din domeniul care va fusese incredintat?

In intervalul 1999-2005, am calatorit in Romania de mai mult de 40 de ori, ramanand aici, la fiecare venire, una-doua saptamani. Am reusit sa cunosc, prin contact direct, cam 90% din sistemul de protectie al copilului din tara dvs. si am devenit un expert in acest domeniu.

Cartea pe care ati scris-o se prezinta sub forma unui jurnal, in care ati consemnat, pe zile, o multime de lucruri concrete, la care ati fost martora.

Am selectat acele zile, in care s-au petrecut lucruri care, puse cap la cap, spun povestea nestiuta a "orfanilor" din Romania. A iesit o carte care relateaza, din diferite unghiuri, felul in care politicile globale si interesele private concurau cu drepturile copilului. Am evidentiat ca sistemul adoptiilor internationale care functiona in Romania nu era departe de o piata a copiilor-marfa, in care prolifera coruptia. De la adoptarea, in 2005, a noului pachet legislativ relativ la protectia copilului si adoptie, prin care adoptia internationala a fost drastic limitata, a inceput, pe plan international, un lobby feroce pentru revenirea la prevederi legale mai permisive, menite sa lase aceasta piata sa functioneze in continuare.

Capitolele din carte care se refera la aceasta perioada le-ati intitulat sugestiv "The year 2005 – Guerilla War" si "The Year 2006 – Open War". La ce pret se vindeau copiii adoptati international, de a creat atata suparare "oprirea robinetului" din Romania?

Preturile variau intre 10.000-40.000$, fiind mai scumpi copiii mai mici. Chiar si copiii rromi puteau fi evaluati la aceeasi valoare cu cei romani, dar cu conditia sa fie sub un an. Acum, chiar daca preturile ar fi aceleasi, nu se mai pot obtine. Pentru ca, fiind interzise prin lege, orice mijloace de a procura copii contra bani sunt considerate trafic de persoane si sunt aspru pedepsite.

Ce stiti despre cazuri de copii adoptati international care au ajuns sa furnizeze organe pentru transplanturi sau sa fie folositi in industria de pornografie?

Nu era in sarcina mea sa urmaresc asemenea aspecte. Despre transplantul de organe nu stiu ce sa va spun, dar despre pedofilie am aflat din articole de presa ca multi dintre copiii care erau victime ale acestor abuzuri proveneau din casele de copii. Se poate presupune ca piata de copii adoptati international furniza marfa si pentru astfel de cereri. Mai pot sa va spun ca, desi niciodata nu am acuzat pe nimeni, in prezent, din cauza job-ului din Romania, nu mai am postul de functionar al Comisiei Europene.

Mentionati cateva exemple selectate din carte in care sunt prezentate, concret, aspecte legate de mecanismele dupa care functiona sistemul corupt al adoptiilor internationale.

De exemplu, ziua de joi, 2 noiembrie 2000, cand la o intrunire a Delegatiei Comisiei Europene, la Bucuresti, la care a participat si Baroana Emma Nicholson, seful de atunci al Comitetului Roman pentru Adoptii (dl Popescu) a sustinut ca legislatia si sistemul de puncte (creatie a dlui Tabacaru, fostul secretar general al Guvernului, in 1997), dupa care, prin cumulare, un copil era declarat "adoptabil", erau in concordanta cu Conventia ONU privind Drepturile Copilului si cu Conventia de la Haga, si ca restrictionarea adoptiilor internationale ar fi insemnat discriminare. Afirmatiile sale erau, evident, incorecte.

Si ziua de 8 februarie 2004 merita mentionata.

In seara acelei zile, eram la Bruxelles si Baroana Nicholson m-a sunat de la Bucuresti, unde urma sa sustina o conferinta de presa la TVR. Mi-a spus ca Traian Basescu, pe atunci lider al Opozitiei si primar al Bucurestiului, aflat la inceputul campaniei electorale pentru presedintia Romaniei, tocmai isi incheiase propria conferinta de presa televizata.
Cu acest prilej, distribuise jurnalistilor invitati doua memorandumuri ale Guvernului cu exceptii de la moratoriul instituit asupra adoptiilor internationale. Socant era ca, dupa numele fiecarui copil inscris in memorandumuri ca adoptabil, "prin exceptie", era specificat si numele unui politician strain care facuse lobby pentru adoptarea internationala a acelui copil, prezentat ca garant pentru corectitudinea respectivei adoptii. Printre cei nominalizati, pe acele liste figurau John Kerry, Edward Kennedy, alti congresmeni si senatori americani, Jacques Chirac, ca si membri ai Parlamentului European. Dar nume-le care aparea cel mai des era cel al lui Romano Prodi, presedintele pe atunci, in functiune, al Comisiei Europene.

Cum comentati aceasta mostra de implicare?

Este o veritabila descriere a presiunii politice. De asemenea, proiecte economice au fost folosite pentru a influenta decizii politice, dupa cum a scris, negru pe alb, dl FranIois de Combert, presedintele Fundatiei Sera din Franta (Sera Romania), foarte implicat in adoptiile internationale.

Considerati ca lobby-ul "feroce" care s-a dezlantuit tocmai cand Romania se straduia sa indeplineasca conditiile de aderare la UE avea ca scop si zadarnicirea acestui demers?

Cu siguranta, da. In afara UE, permisivitatea legislativa este cu mult mai mare. Si un domeniu atat de rentabil financiar precum piata adoptiilor internationale putea recastiga mult mai usor terenul pierdut.

Care este formatia de baza a expertului in protectia copilului din Romania Roelie Post?

Sunt absolventa a Universitatii din Amsterdam, unde am studiat, in cadrul stiintelor politice, relatii internationale si politica economica, specializandu-ma pe modele sociale in cadrul Uniunii Europene.

Cu ce va ocupati inainte de a vi se incredinta jobul din Romania?

Din 1983 am lucrat ca functionar generalist al Comisiei Europene, pana in 1999, cand mi s-a incredintat, in cadrul Delegatiei Comisiei Europene pentru Romania, sarcina de manager pentru Copii, Minoritati si Societatea Civila.

Ce stiati despre Romania la momentul la care ati primit aceasta insarcinare?

Nu stiam mare lucru despre Romania, iar despre domeniul orfanilor si despre protectia copilului nu stiam chiar nimic. Dar eram un functionar al Comisiei Europene, iar aici functioneaza un principiu asupra caruia unul dintre sefii pe care i-am avut s-a exprimat foarte clar: "Spui ca nu esti un expert? Comisia te plateste ca sa fii expert. Asa ca fii expert pe domeniul care ti-a fost incredintat!"
